Yes - our DuxTel Internet Commander delivers exactly that functionality.

The system allows you to set up a service with customer access accounts so that you can issue the residents with a username and password to gain access to internet, and you can define your own plans to limit online time and/or download limits. When limits are reached, you can choose to deny access, charge for excess, or shape the connection speed.

The DuxICom system is currently deployed to more than 300 locations throughput Queensland, NSW, Victoria and Tasmania, and is used to deliver services to student accommodation facilities as well as hotels and resorts, private residential developments, aged care centres, schools and sporting venues and many other location types.
